Urban Renewal — Waterproofing Specification

Turkey's urban renewal programme (kentsel donusum) involves replacing existing earthquake-risk residential buildings with new ones under agreements between flat owners and developers. In these agreements, waterproofing and insulation are typically covered by a single vague clause: 'thermal and waterproofing insulation shall be provided' commits to nothing. No product, no thickness, no detail, no supervision — none of these is defined.

The consequence for flat owners is that dampness, terrace leaks or facade mould appearing two years after moving in becomes a cost that cannot be recovered from anyone. When the waterproofing clause in the agreement is written independently, this risk is largely eliminated.

Most common errors

How it works

  1. Site inspection

The building is visited in person. Neither diagnosis nor solution is discussed before this step is complete.

  2. Written report and technical specification

Findings, cause and required work are put in writing: which product, which thickness, in which sequence, with which detail.

  3. Line-by-line quotation evaluation

What is to be applied to which surface, how many square metres, which materials and the cost of each item are made clearly visible.

  4. Application supervision

Where required, the consultant is present on site; critical details are checked before they are covered and non-conformances are reported in writing.
